CARB's rules for medium- and heavy-duty operators continue to evolve. Here's where the 2026 calendar lands, in plain English, for operators in the Central Valley.

What hasn't changed

Annual smog inspection requirements for non-exempt vehicles. The basic structure of the BIT program. CARB enforcement at weigh stations and roadside.

What's tightening in 2026

The Advanced Clean Fleets rule continues to phase in. Operators with one or more vehicles in the 'high-priority' category face purchasing restrictions that begin in 2024 and continue tightening. If you haven't planned acquisitions around this yet, 2026 is the year to start.

Reefer regulations on transport refrigeration units. Older units face replacement deadlines that are now within a one-to-two-year window for most operators.
